Currently, the Customs sector is undergoing a complete transformation aimed at simplified procedures and full digitalization. Undoubtedly, Single Window (SW) is a step towards achieving this challenge. It allows traders to lodge all import-, export-, and transit-related information and regulatory documents at a single location and/or single entity. The SW environment for customs is entirely focused on simplifying customs formalities and involves all stakeholders dealing with the cross-border movement of goods.
Undeniably, the value of a single entry point (Single Window) has taken increased importance in the new security environment. The efficiency of submitting information to official agencies is becoming a key factor in the competitiveness of the firms and agencies involved in cross-border activities. In addition, the obtaining of information in advance between the Member States and different authorities remains a crucial factor for ensuring the security and facilitating trade. For example, The Advance Cargo Information (ACI), part of a Single Window environment, aids the processing and clearance of goods. It provides both public and private operators with comprehensive electronic cargo information well ahead of the arrival. Further, the Registered Exporter System (REX) aims at making up-to-date and complete information available on Registered Exporters established in non-EU countries exporting goods to the EU under preferential trade arrangements.
The Single Window, which is based on the blockchain technology, resonates also to WCO’s Globally Networked Customs (GNC) concept. It is a step towards making it a reality as they both require harmonized data clusters, agreed messaging, trust between the parties, data protection that is equivalent at either end of the transaction, etc. The most obvious commonality is the cross-border exchange of trade data for enhanced risk assessment and, hopefully, risk mitigation.
UN/CEFACT (United Nations/Centre for Trade Facilitation and Electronic Business) and more specifically it’s International Trade Procedures Working Group provides comprehensive recommendations for the establishment of Single Window. Although there are many possible approaches to establishing such an environment, three basic models were discerned. They are presented in recommendation 33 and recommendation 34 of The Working Group as follows:
- A Single Authority: It receives information, either on paper or electronically, and disseminates this information to all relevant governmental authorities. It also coordinates controls to prevent undue hindrance in the logistical chain.
- A Single Automated System: It collects and disseminates information (either public or private). It also integrates the electronic collection, use, and dissemination of data related to trade that crosses the border.
- An automated Information Transaction System: Through it, traders can submit electronic declarations to the various authorities for processing and approval in a single application.
